COVERAGE GOVERNMENT CONTRACTING

The government contracting market is formed by individuals or companies that wish to obtain contracts with the Costa Rican  Government.

The government contracting system is currently regulated by Government Contracting Law No 7494 of May 2, 1995 [Ley de Contratación Administrativa – LCA] and its regulations (RLCA - Decree No. 33411-H) which establishes the mandatory principles and procedures applicable to agencies of the executive, legislative, and judicial branches, as well as the Elections Board, General Comptroller of the Republic, Ombudsman, municipalities, self-governing institutions, non-governmental public entities, and public companies for purposes of contracting services; as well as the Regulations to Government Procurement Act No 33411. Likewise, when partially or fully funded by public resources, contracted services provided by individuals or legal entities are subject to the regulations established in the LCA.
